Currently it looks like Pfizer in the Boston suburbs (Andover) is closest to mass production. 95% success rate across all age, race, gender and ethnic groups.
What exactly are you asking? Are you asking what cities are most important to have the vaccine distributed?
If so, then cold cities where people will be congregating inside have the potential for the worst outbreaks. Chicago, Minneapolis, Milwaukee, Detroit, Cleveland, Buffalo, Rochester etc. To a lesser extent places like Boston, Columbus, Indianapolis, Pittsburgh, New York etc.
LEAST important are places where covid has less potential in the next few months. Miami, Tampa, Orlando, LA, Phoenix etc.

These are the only two vaccines I know coming on immediately. So its basically just Boston so far as i can tell.
