I would say both foreign tourists and rich weekenders from out-of-state.
. The Macys at NorthPark being converted to a Bloomingdales would be great, but they have an outlet across the freeway, so I'm not sure they would do that.

These days that doesn't matter so much.
Bloomingdale's Roosevelt Field and the outlet store nearby are within a mile of each other
Same at Costa Mesa, Fashion Valley and Bergen County.
Nordstrom downtown SF is right across the street from Nordstrom Rack.
Luxury brands in the olden days thought that having an outlet nearby would cannibalize sales at the main line stores/weaken the brands, so outlets were located in outside city centers. Not so much anymore as many shoppers frequent both and as dept stores struggle, growth is centered around their outlet nameplate. Nordstrom Rack has done very well with the outlet concept with Macys Backstage/Bloomingdale's outlets playing catch up.
But a main line Bloomingdale's in Dallas seems unlikely.
There have a been a number of popular brands expanding to Walnut Street lately, AllBirds, Aritzia, Faherty, Nike, etc., in addition to some higher-end brands like Tiffany, Tumi, Theory, Rag & Bone, and an authorized Rolex carrier (Govberg). Most are mid-level retailers, but maybe this trend will show high-end brands that they can be successful in the region outside of KoP.
And to your point, KoP is a successful destination retail center surrounded by a lot of wealthy communities, it is naturally the go to place for luxury designers, but stinks that it's a mall.
I'm a bit rusty on the Philly luxury market but a quick Google check of what I knew to be luxury boutiques (Wayne Edwards/Boyd's/Joan Shepp) shows they are all still open post Covid so there is still a market in Center City for this?

Yes, all open and doing well.
Center City has all the characteristics to support more luxury (or at least higher end) retail. But a combo of high rents, the fall of brick and mortar, nearby King of Prussia Mall, and Covid have hindered that. But those stores remain active.

Late to this thread but I feel like something like this just has to be subjective and must go by gut feel as there are too many brands that could or wouldn't pass the sniff test, and if you're just going by ultra high end brands a lot of cities will get overlooked.
Anyone got an updated city tier list for 2022?
