There are a lot of people that lived through Safetracks which was the rebuilding of the metro system for the first time since the 1960s. That work is basically finished now so anybody with the opinion that metro is unreliable is talking about the past at this point. A lot of that was tied to train car breakdowns because the initial series cars were still in use and they had reached the end of their lifespan. They were all replaced.

Yeah, no.

I read the article and its full of holes. It makes a lot of assumptions and then leaps to a ridiculous conclusion.

^ This. I commuted via Metro up until the pandemic on and off for about 5 years, and while 2015 (when I moved here) was pretty bad, I will say that things have improved substantially. The addition of the 7000 cars definitely made a difference in efficiency. As for public transportation in Houston, the only thing I can really say is at least they have a train. But comparing a light-rail streetcar system that covers a limited area mostly inside the 610 loop and doesn't connect all the major employment centers besides Downtown and the Medical Center to a heavy-rail system that is the second-most used in the country is just pointless. I will say that Houston is far easier to drive around than DC in general.
