I'd never heard of Bull Shoals. After comparing these two, I think I'd rather visit Lake of the Ozarks. It seems like it's more developed with more to do.

Isla del Carmen, Campeche, Mexico or Bolivar Peninsula, Texas?

I would pick Las Vegas only because I'd be more interested to check out the desert scenery and nearby sites such as Lake Mead, Hoover Dam, and Red Rock Canyon.

Tallahassee, Florida or Montgomery, Alabama?

Tallahassee. Seems more interesting to me. Kansas City or St. Louis?

Kansas City. It seems like a much more livelier place.

Seattle or Portland?

While I don't think either city would be bad to visit, I'd probably go with Seattle. Since there's more to do there, vs. Portland.

Isolated Michigan cities that do attract a little tourism. One in the upper part of mainland Michigan, and the other in the UP: Traverse City, or Marquette?

This is tough, because I absolutely love northern Michigan and the UP.

I'd go with Traverse City only because I've already been to Marquette. Sleeping Bear Dunes is on my bucket list. I'd also love to check out the Cherry Festival.

Red Bluff geologic feature/hiking area (Mississippi) or Devil’s Millhopper Geological State Park (Florida)?

I've been to Beale Street before, so I'll pick 6th Street. For the latter, I've never been there.

Former state capitols(yes, I'm borrowing a page from that idea of comparison, that I did in that other thread): Kingston, TN, or Zanesville, OH?
