Massachusetts Bay of the Bay State looking out at the harbor islands win it for me over a lot of these, as a noticeable omission.

Although of these choices, Seattle's for sure

San Diego is prettttyyyy nice, as is San Francisco. But, i'd probably go Seattle.

No Boston Harbor or Inner Harbor in Baltimore are noticeable omissions from this list.

Those are harbors though, this is more focused on bodies of waters officially designated as bays. I myself that the body of water that surrounded Boston's downtown was a bay it was indeed a harbor.

The body of water bordering downtown Boston is a harbor, a harbor that indeed feeds into Massachusetts Bay.

Galveston Bay would be more appropriate than Trinity Bay is a portion of Galveston Bay that’s less urban than the rest of it. Galveston Bay includes Galveston Islands and extends close to Downtown Houston.

It's hard to beat Biscayne Bay at night driving across one of the causeways into Downtown Miami with the sunroof open or convertible top down. The lit up skyline is stunning..
