Which place is more livable? Fargo, North Dakota or Atlanta, Georgia? Factor in economy, education, and recreational activities (nightlife, food, parks, etc).
Totally different feels, although Fargo is decently underrated IMO (one of the nicer very small/small cities in the U.S. honestly). Better comparison for Fargo would be Columbus or Macon if looking at Georgia, but even there, Fargo is a decent bit smaller than Columbus in metro area and feel.
Of course Atlanta takes this one but the metro area is like 25x the size.
While Fargo's climate and scenery are not so inviting, the area has very low unemployment and great civic amenities. Comparably sized metro areas in Georgia and surrounding states are generally much less prosperous than Fargo. On a regional level Atlanta would be better compared to the Twin Cities.
