Ahh yea okay makes sense. Yea it kills Hartford there zero incentive to stay in the city not even for commute times at the bare minimum.

Also, both are in/largely in a zip code(13224) that is a middle class zip code with one of the highest black percentages in the region outside of the Bos-Wash corridor and has a high educational attainment in general and for its black residents.

So, this may be a sleeper area/option for those looking for a substantial black middle class family presence in the Northeast or within a Northeastern city.

I'll try to do something similar for other mid sized areas in the region or if anyone else knows about similar areas, they can post them as well.

Best places for middle class blacks in the Northeast is the Mid Atlantic portion, more specifically areas in Southeast Pennsylvania,South Jersey, Delaware, and Maryland. Correlating to the metropolitan areas of DC, Philly, Baltimore, and to a far lesser degree NYC/Boston. And this is going by the most strictest and most accurate definition, excluding the Hispanic and mixed ppl, but including nonhispanic Caribbean. Basically African Americans, West Indians, and Africans. You have PG County Maryland, Baltimore County and some areas in Blore city itself, many inner suburbs of Philly and outer neighborhoods of Philadelphia itself, many smaller cities in South Jersey, NYC (BedStuy, Harlem, SE Queens).

I did find another one in New Rochelle where the black family median income exceeded $250k, but it’s percentage is about 11%.
