Some of these can be tricky, as they can have great variation. For instance, that Bed-Stuy zip code includes the more middle class Stuyvesant Heights section, as well as I believe small portions of Clinton Hill and Prospect Heights. So, that likely plays a part in the variation there.
I’m also curious about 10027, as it goes into Central Harlem, which is the part of the neighborhood that may still be predominantly black and has that Columbia University dynamic you’ve mentioned.
I’m starting to think that Cheltenham is definitely a sleeper in terms of this topic not only from a regional standpoint, but maybe even nationally. Schools are generally good from what I can tell too.

Massachusetts has the top healthcare and education systems in the US, both public and private. The most highly educated population as well.
Great quality of life with all that New England has to offer. 4 true seasons with easy access to beautiful beaches and skiing. Active, educated citizens + top hospitals and doctors also leads to longer life expectancy.
Despite its lack of 'cool' and cultural pull for Black Americans these things matter, a lot, and do pull and hold a substantial black population. It's the price tag you must pay in Boston that's the killer.

I would like to see and find moving statistics by state per race. I understand CT NJ NY have some of the highest net emigration rates up there with IL WV etc.. but are African Anericans making up a significant portion of any state. Ie, anecdotal, but, most people from CT i meet outside of CT are black or Latino. It could be a good indicator that a particular state is not good for certain groups of people…

CT has lost more white people per capita this decade than any other state in the nation, right behind it is NJ
Something like 1/10 or white people who lived in CT in 2010 left in the decade. Check the census estimate. Meanwhile, its black population and Latino population grew.

CT per capita income is still decent and it's moving up in business-friendly rankings, which is important for Black and Brown small businesses. I think it's the word of mouth about how livable the state is if you're looking for close proximity but not being in the middle of everything (so it really depends where you are in life - if you would've asked me 5 to 10 years ago, I wouldn't have looked twice at CT).
There's a politically influential African-American community (especially in Stamford, New Haven, New London, and Hartford). Also - on a food note, New Haven has some decent soul food and wings spots. The divine nine is pretty active in CT (this surprised me having grown up in the South) and have held roundtable talks with senior state leaders (e.g. Governor and Lt. Gov.).
The State Treasurer and Chief of the CT Supreme Court are also African-American. I will note out of respect the Black Community in CT is diverse and includes a decent Caribbean and African presence. Folks are really just looking for a good quality of life for their families.
These are tiny towns with literally 2-300 black people each-theyre 80%+ white and like 5% black...i gotta pass. If you like them Milton MA or even Newton MA/Cambridge MA would blow your mind...

A town of 80% white people is a low-crime town. Why would that not be good for a black family???
Since 2016 33% of all City of Bosotn hires are Black 39.0% are white. 21.3% of all jobs paying 100k plus since 2016 have gone to black people.
Since December 2018 34.6% of all City of Boston hires have been black, 35.9% have been white. 32.4% of all black hires int that time period make over 100k.
