I've always gotten a Hampton Roads feel from Tampa. It seems quite transient with pockets of "Southern" culture. I would also compare it to Orlando for obvious reasons.

However, Tampa really doesn't resemble any other city in the grand scheme of things.

Not quite. Jacksonville has more similarity to Southern GA than any of the peninsula Beach metros
