Las Vegas outside of the strip is pretty vanilla. Phoenix metro has more interesting districts and downtowns and more walkable areas like the college town vibe of Tempe, the arts, dining, and retail in downtown Scottsdale. Downtown and Midtown Phoenix, though not very exciting, has a better atmosphere than downtown LV and a lot more urban residential development. Phoenix metro also has a lengthy light rail corridor which has contributed to making it a more cohesive urban area while improving its downtown. Phoenix is much further ahead in its transportation infrastructure with more extensions coming in the pipeline.

Downtown Las Vegas is a great adult DisneyLand that is focused around tourism, nightlife, and gambling, but I really think it ends there. I think Phoenix is a more day to day live and work "urban". Downtown Phoenix is greatly improving with more and more residential buildings going in resulting in more people living downtown. Overall the Phoenix metro is just much larger with more areas and other connected cities (Tempe, Scottsdale) and better infrastructure. The Phoenix area freeway system is on a whole other level than Vegas. As the previous poster stated, the light rail system is also expanding. I think as a whole that amounts to a better overall "urban" situation.

Totally agreed.
Vegas is relatively quiet outside the strip--very generic city on the whole.
Phoenix is way more progressive in terms of its growth and embracing rail, for sure.
Plus, Phoenix city is twice the population of Las Vegas, and the metro is also more than twice the size.
Las Vegas city: 670k
Las Vegas metro: 2.250 million
Phoenix city: 1.7 million
Phoenix metro: 5 million
Neither city has a big urban feel to it, but I would go with Phoenix because of the size difference. Vegas is more vibrant because of the strip. I would rather live in Phoenix.
