Which city would be a better fit for a 62 year old SWF, immigrant from Eastern Europe, struggling with mental health issues (PTSD and such). She can’t drive; her English is not very good. Struggling to keep a job due to health. She’s currently in Arizona, where such services are abysmal. If not for significant help from family members, she would probably be on the street by now. Unfortunately, she might have less help in the near future, so we’re trying to help her find a place where she could be able to survive on her own.
Looking for a city that would have decent public transit, “friendly” to immigrants, good social and mental health care services. Would be great if there was a community of eastern European immigrants that she could find a social network in.
Based on not being able to drive, I'd pick Chicago. Denver has walkable neighborhoods, but it's much more difficult to live a car-free lifestyle here. Chicago is probably cheaper at this point, too.
As you probably know, Chicago has a huge Eastern European community (largest Polish American population in the country). Although I’m Polish-American and don’t know whether Poles are technically considered Central or Eastern European, lol. Also a very large Ukrainian population. There are lots of community groups, community navigators, and health services for Eastern European immigrants, especially in the West Town/Ukrainian Village area. Although these are likely a little more geared towards Polish and Ukrainian immigrants. Not sure where from Eastern Europe she is from, but I’m sure they would be able to help her. As an example:
Though Denver is a milder climate city with more nature, less crowded, and I’m sure she could find a community. The less harsh winters may be more suitable for an older adult.

Without getting into the specifics of her situation, Chicago is ideal based on what you just said.
Sounds like the answer is wherever she can find family/friend who can look after her. Whatever each city can offer has minimal difference compared to social support available.
