I imagine a lot of the people who live in the Florida keys are after true tropical weather and a certain type of lifestyle which the outer banks doesn't offer. COL and accessibility are probably two things Outer banks bests Florida keys in. Well that and better future since that place will be underwater and/or obliterated by a hurricane at some point in the future.
