Even if you subtract Macklemore, I'd still say Seattle's hip hop scene is better than Phoenix, Denver, Minneapolis, etc. But overall it's not that great, agreed there.
Now? Probably not, but at his peak I'd say he was bigger than both. Thrift Shop alone has 1 billion views.
I don’t consider cities and metros with a low black population to have a thriving hip hop scene anyway so yea Seattle metro not having one is not surprising.
Surprising metros with lackluster hip hop scenes are Dallas, and probably a lot of Midwestern cities such as the Ohio metro areas and Milwaukee. St. Louis also has a poorly established scene now despite Nelly and the St. lunatics being from there. DC and Baltimore metro areas should also be on the list.
Seattle’s hip hop scene is pretty poor for its size, but it’s definitely not the worst.
You got Sir-Mix-a-Lot, Lil Mosey, Raz Simone, Blue Scholars, Shabazz Palaces (Digable Planets), Macklemore (for better or worse), and a bunch of others.

DFW isn't lackluster, has a very decent scene, but If you're not into the new-age rap/trap, than it wouldn't be on your radar and could appear that way.
Cleveland has... Bone Thugs and that's it to my knowledge. Milwaukee... Can't name you one with a gun to my head.
