Much like Massachusetts, PA's tallest mountain / hill is between 3k - 3.5k ft. I don't consider either mountainous States. Height plays a part, as so optics.
West Virginia has many mountains above 4k ft, and a few above 5k ft. It's a far more dramatic setting in that part of appalachia too, most similar to Tennessee/North Carolina to the south and New Hampshire/Vermont to the north.
