Which of these southern cities has the strongest tobacco legacy? Historically or today, is there one city that incorporates tobacco into its image and identity more than the others?

Has to be Richmond.

Winston Salem has a ton of history but not as big as Richmond or Durham.

That would definitely be Winston-Salem.

Nashville deserves an honorable mention. It's the home of US Smokeless Tobacco. However, that subsidiary is owned by Altria, which is HQed in Richmond.

Winston-Salem is probably the one most associated with tobacco in the minds of most Americans; but in reality it's Richmond in terms of the business end of it.

In addition to the known entities like Altria and Philip Morris, Richmond is home to Universal Leaf , the world’s largest tobacco brokerage.

Lexington KY had an entire tobacco warehouse district that was nearly 1 mile long. Much of that tobacco went to Louisville cigarette factories. All the those old warehouses were redeveloped as they are next to the Univ of KY. I can still remember most of them being around as late as the mid 1990s.
