I would say that it comes down to one major difference - climate. I'm quite familiar with Tacoma, being just 46 miles from it, and have spent time in southern CA when we lived in the Bay Area. Doing some additional research on Chula Vista I was amazed to see how many of your list of topics were so close between the two.
The only other big difference is that Chula Vista has far more Hispanics, Tacoma has more Blacks. For me the weather and the scenery/outdoor recreation are better in Tacoma, but I much prefer green, wet and cool over hot, dry and brown.
I was just in SoCal for a few days, and honestly I'm not sure what a good comparison for Tacoma would be. Maybe Long Beach is similar in some ways (dense, diverse, on the water, has a lot of shipping and industry, on the less favored side of the metro), but it still has a much more upscale and white-collar-oriented downtown than Tacoma.
Tacoma is a Great Lakes post-industrial city with a reviving downtown. On big hills. With Mt. Rainier 20 miles closer than from Seattle. And a giant military presence in the south end.
Some of that's changing. There's a lot of growth pressure due to Seattle's cost and Tacoma's attraction. The volume of apartments underway in and near the core is pretty impressive.
