Richmond is similar in size to Louisville and has nearly identical neighborhoods found in both cities. For example OTR and Highlands are highly dense and desirable neighborhoods.
Downtown Louisville got torn up much more than Richmond and the Highlands is by far the best neighborhood in Louisville while Richmond has a few like that

What amenities aside from big league sports, does Milwaukee have that Richmond doesn't? What justifies Milwaukee being of a higher tier, and why do you think Richmond is less independent of a city? Because that's very false...

Due to having a 40k baseball stadium and a 19k arena they get a lot of big touring acts Richmond doesn’t get

Do you feel both cities are in the same tier? And if so then why?

I do wish Richmond had a professional sports team of some kind because that would make the city as a whole more attractive to people.

From experience of living in Milwaukee. Milwaukee has the bucks, brewers, Marquette for ncaa basketball, summerfest, Harley Davidson museum, art museum, childrens museum, Milwaukee public museum, discovery world, the domes, state fair, and many ethnic festivals. Also, a larger urban foot print. From knowledge of visiting Richmond a few times and research. Richmond has vcu for ncaab, maybe U of R as well (not sure how good they are), art museum, science museum, childrens museum, civil war museum, I also know Richmond has dominion riverrock and a folk festival. I haven’t been to either to compare them to what summerfest means to Milwaukee. I would say MKE and RVA are close to being in the same tier but, Milwaukee does offer a little more.

I think with more developments like the food hall in Manchester, surf park in chesterfield, Ashland - Petersburg trail, Richmond will be able to close the gap.
