I'm not talking about which city is more fashionable in terms of cutting edge styles, the latest drip, etc. I'm talking about which place tends to dress in a more classy, clean, and hip--if conventional--way. So jeans-and-tshirt cities, or super casual cities, or cities where sweatpants or hoodies or even pajama pants are popular are the opposite of what I'm talking about. Places that are hip, but "grungier" in terms of tattoos, piercings, etc. are also not what I'm talking about. I'm talking about places that try a little harder or just have an instinctivetaste for style--for all occasions, too, and not just for "special occasions." Maybe it's a little more formal--women wear more skirts snd dresses, men more collared shirts, etc. But it's not just about formality, either.

Out of the list, the New York Metro Area (preferably affluent NJ, Long Island, Westchester, and CT). Boston is up there too with New England chic in the preppy areas. I definitely had to step up my clothing game which leans towards clean/classier when moving back from out West.

I can only speak for Miami, NYC and Chicago which—for the most part and some exceptions/neighborhoods—fit your description of cleaner/classier look. Less certain preppie is applicable—maybe/maybe not; Boston/New England comes to mind with that latter term (as well as usually well dressed/clean cut). Definite improvement from the grunge/tat look you referenced that is far more prevalent to me on the West Coast (with less dress code enforcement); some exceptions.
