Ohio seems to be my best answer, because IL simply contains Chicago (a city of 9.6 million).

Yes but Chicagoland is only in a relatively small area in the NE corner of the state. I get that it's ubiquitous with with IL and dominates the states everything, but the other 90% of Illinois is very "Indiana-ish" topographically and culturally.

I agree. I think topographically Indiana and Illinois are more alike. Socioeconomically, Indiana and Ohio are more alike - when you consider Chicago being a factor in Illinois. I think that's why the majority of answers are split between Ohio and Illinois.

I remember back when the maximum speed limit in Indiana was 65MPH ... It took forever to get from Louisville to Chicago. IL is still max 65MPH ... but try doing that in Chicagoland and you'll end up being pushed off the road by a snow plow... ...meanwhile in IL, the state police act as tax collectors throughout the rest of the states rural freeways.

That same city of 9.6 million that makes Illinois less similar to Indiana has Indiana suburbs...

The physical landscape of llinois, Indiana, and Ohio look so similar they, could have been made into one state and been the 2nd or 3rd most populated state in the nation.
