I don’t know why DC is winning. Here are suburbs I would consider “legacy”.
Keep in mind, that I consolidated areas that while May be different municipalities, are really just one complete community. I also consider Arlington and Alexandria as urban and contiguous with DC.

Chevy Chase
Bethesda
McLean
Reston
Potomac
Great Falls
Leesburg
Middleburg

That’s not that many compared to similar sized cities like Boston;
Portsmouth
Newburyport
Rockport
Gloucester
Manchester by the Sea
Swampscott
Marblehead
Andover
Winchester
Melrose
Lexington
Concord
Weston
Wellesley
Dover
Needham
Newton
Belmont
Arlington
Medfield
Hingham
Cohasset
Scituate
Etc etc etc etc need I say more?

Towson, part of it yes since that's like the legacy old money suburb.

Bel Air screams middle to upper middle class boring suburbia to me, as is EC. Neither of them are bad (EC is like one of the top place to live in Maryland) but it's hard to fit it in the same class as some of the legacy suburbs like Chevy Chase/Potomac or Great Falls/McLean.

Annapolis...land of 1M waterfront house 2 blocks down from downright hood . Definitely lots of expensive waterfront houses in that part of AA County, though (i.e. Severna Park, Arnold, Cape St. Claire, etc.) mix in with your more "normal" middle to upper middle class suburbia. There's also Gibson Island .

Why would you include Ellicott City with DC, when it is 5 miles outside of Baltimore City, and Borders Baltimore County?

The Baltimore area is definitely underrated for wealth and desirable suburban locales.

Exactly. Admittedly they are gorgeous, but yeah, not for me either.

Chicago, Jersey, Connecticut, and Philadelphia's are better (for my style atleast).

Those are the top 4 for me, followed by either Detroit/Cleveland or some midwestern city with great legacy rail car burb.

I can say with 100% certainty that CT’s suburbs on average are more drab and boring than Boston’s. Can’t speak personally for the others.
