Families better save up for NYC.
My partner's family visited NYC for the first time recently (from Nashville), they love it but were like "well that drained our wallets for a while" by the end of a 4 day trip.
Damn surprised Chicago isn't top 30. Might be best city in America during the summer. 100% would rather be there than Miami in the summer
It's a distinctly American summer destination, is the thing. What Chicago gives summer visitors is not really what international visitors are looking for, unless they're looking for a kind of niche, middle American experience (and honestly most are not).

What are international visitors looking for? I've lived in Chicago and talked to international visitors and they are very impressed by the city (downtown specifically).

Entertainment destinations like Orlando/Disney, Miami, and Vegas, breathtaking natural areas or scenic cities like San Francisco, or the cliche global hubs NYC/LA/DC. Chicago doesn't offer much in terms of natural scenery, beer and pizza isn't the same kind of entertainment that people find in Miami or Vegas (although it's arguably more wholesome and enjoyable), and Chicago is a more parochial city with less international appeal than the US's big coastal cities.
I've lived in Chicago and all over the US and I currently live abroad and people in America just see Chicago in an entirely different way than people outside of the US. It's a fascinating contrast.
It shouldn't be. It's boiling hot and the beaches often have sargassum that stinks.
July through October is hurricane and tropical storm season too. Yucatan Peninsula gets plenty of tropical storm action in this time period, and humidity is very high. Not a pleasant place to be for any outdoor activity until November.
