More likely than not since it’s from Handshake.com (a job board company that partners with universities) most of these changes are likely due to one university (say UPenn) dropping it for another service while University of Maryland picked them up.
While I was in school our “official university job board” switched companies *twice*
When I graduated it was Handshake but it was something else when I was looking for internships.

It's funny how it could well be something so banal and yet you might get 20 pages of people arguing about these kind of 'rankings' on this forum. I'm sure that's not even all that unusual as so many of such rankings and listicles have dubious methodologies.
