Lol, Miami by far. The only people who care about visiting New Orleans are Americans and its a fact! For travelers from overseas Miami is 3rd in the u.s. behind NY and LA. Meanwhile, the swamp called NOLA does not place in the top 20. Keep if classy NOLA, way to keep it classy!
This is pretty tough as I really love the beach and I like Miami a lot but I've only been there once. I've been to NOLA three times for comparison. I don't think there is anything in Miami that could remotely be as fun as Mardi Gras. So I'll go with New Orleans because some of the funnest times I've had in my life have been there.
New Orleans just has this historic charm and vibe about it that I prefer over Miami. While nice Miami seems a bit more plastic and less authentic. I like the locals in NOLA a lot more too.

There's always foreign tourists in the city. Just not at night on Bourbon with the hooligans.
Ah, my new favorite vacation city vs. my least favorite major tourist destination. New Orleans by far, in every one of those categories (except maybe "amenities" -- Miami does have a lot of good hotels and they might be cheaper on average, not sure).
I have a lot of objections to Miami -- where I have been many times -- but I think the main one is that even the areas that seem like they should be walkable aren't. Walking around neighborhoods packed with skyscrapers and prime South Beach streets, I'm always surprised at how far I have to trudge to get from one place to another, at how desolate it is. Part of Coconut Grove and a very small part of Miami Beach is OK for pedestrians, but Los Angeles -- the city that gets the most crap for lack of walkability -- is actually many times more walkable, I've found.
In NOLA, meanwhile, all I did was walk walk walk -- and stop into the many bars and music venues on the way.
Nightlife: I prefer bars and restaurants to clubs, so New Orleans
Culture: New Orleans
Music: New Orleans
Food: New Orleans
Amenities: Toss up. New Orleans has some great old hotels, but Miami also has very nice grand art deco hotels.
For me Miami gets points for the beach and warmer winter weather, but New Orleans wins pretty much everything else. Miami is a bit too glitzy for my taste and it isn't very walkable. New Orleans has beautiful architecture, lots of music, great food and a more down to earth culture.
I can certainly understand why many people would prefer Miami though. There is a reason these two cities are two of the most popular for Super Bowls (each having hosted ten Super Bowls), major college bowl games, and general tourism.
