IME it would have to be Naples, FL. When I first visited the city in 1977, my good friend in college (a native) was showing me around and explained to me the neighborhood known as 'The Quarter'. It was where virtually all of the black citizens lived...literally 'across the tracks' from the rest of the city, it was even encircled with a hedge of Australian Pines so that it would not offend the visual sensibilities of the rest of the good citizens of Naples when they happened to drive by. I was appalled.
