Most definitely during the day! DT SF does not have the daytime population, transportation numbers, hectic pace or size of DT DC.
Hmmm...Interesting, to each their own I guess. I love both cities (I own a place in DC), but I completely disagree, and I think the vast majority of people who have been to both would too.
No doubt, especially Transportation (im guessing you mean Public Transportation?), and Nightlife. However, Weather, Food, Scenery, Vibrancy (IMO), all would go to SF, which are just as important to many people.
