The top three could be interchanged anywhere around, and could be broken up even further into New England, the Upper Midwest, and the Deep South. Rarely if ever does anyone question whether these states are part of their respective regions (Deep South not the South, New England not the Northeast, Upper Midwest not the Midwest).
it seems that wherever you go, northeasteners seem to stand out the most, accent and way of life included. You could be in the west or the south, or the midwest.
I think the north stands out more, NYC,PHILLY and Boston, DC things are faster here than the rest of america

California has a much stonger identity than all of the other places mentioned because its a single state that most people identify very strong images to.

California cuisine = putting cilantro and guacamole on everything
There is no doubt that the Bay Area has a very distinct identity with dozens of physical and cultural icons and styles. And the slang thing is definitely true, nowhere else is regional slang so prevalent.
L.A. and SoCal also have their own distinct vibe and identity, although not one I care for.
Also, the Pacific NW emulates NorCal, and Vegas/Phoenix emulate L.A., not the other way around.
I live in the Pacific Northwest, trust me, San Francisco is still the "distant" cultural mecca for the cities up here.
As for California having a *distinct* feel in a way that other places don't, I stand by that statement. I've spent much time in many different areas of the country, have lived in nearly all regions. California has a certain vibe that nowhere else has, an attitude among the people that you cant find anywhere else...That is not true of most places in this country.

Huge mountains can be found in the Eastern US and the Pacific Northwest. The Appalachians extend from New England to Mississippi, while the Cascades run from British Columbia through Washington to Oregon.
Asians can be found throughout the entire US. NYC, Boston, Philadelphia, DC, and Chicago all have Chinatowns.
Hispanics can be found throughout the entire US as well. Florida, New York, New Jersey, Texas, and Illinois all have huge Hispanic populations.

You said things 'are faster here than the rest of America' and aside from NYC, I don't really think so.
California is also stereotyped much more than the other regions mentioned-further evidence of a very strong percieved identity.
