There are two things San Antonio is better for: the weather and the Riverwalk. But honestly, the summers in San Antonio are AWFUL. However, autumn and spring are rather nice, as well as much of the winter.

Milwaukee I would overall prefer. It's a very underrated city and has very interesting cultural amenities and fun things to do, although San Antonio does as well.

Default I'd take Milwaukee..

...especially BECAUSE of the weather.

The views of Lake Michigan from the shore are fantastic.

Milwaukee also has plenty of Mexican/Czech flavor to compliment our Polish/German/Irish/Serbian/Hmong/Greek/Russian/Chinese/Italian/Vietnamese/Peruvian/Iranian/Ethiopian flavor.

This is useless. Any major city can list this if they want. I think for a city this size, focusing on your most iconic ones is better. By all means Milwaukee is not a global city. Having some charaters is better than a bit of everything.
