Chicago, DC & Baltimore are absolutely undercounted to varying degrees because at the scale a disproportionally large percentage of their population sits on or near water which creates a compound problem.
Chicago, yes. Baltimore, less so. DC, no. Brooklyn, no. You said all of these places would suffer from undercounting due to proximity of water, but that's not the case. But I would agree that a perfect circle won't capture all of the high density tracts in any city.
We've already done this. A few years back, there was a thread called "The densest cities at 48 square miles" or something like that and a number of LA posters combined contiguous Census tracts to come up with a "core" for LA. LA was around 900K or so at 48 sq. miles, if I recall correctly. Chicago, Philly and LA were all close.

The Potomac River is 1/2-2/3rds the width of the Hudson in NYC. DC's population craters to 161,449 if you center it on the White House.

You’re correct, but that is because most of that area is undeveloped. It’s not because of water.
Based on the pipeline for that area, it will crush the area north of downtown DC at some point in the future and could surpass 360,000 people with all the people coming to those areas.

But why would you center it on the White House? Anyone who knows DC knows that its density is centered around the 20009 zip code, which includes Dupont, Adams-Morgan, Columbia Heights, 14th Street and the U Street Corridor. You can center it roughly on Columbia and Ontario in Adams-Morgan and get over 230K without incorporating the Potomac.

So I'm saving most of this for another thread already opened on radius population. But I've been toying with the tool, and this is what I have for the cities in this thread so far. This is obviously a bit more on the macro scale, and different from some of the smaller density numbers being discussed.
For NYC at the smallest radius of 5km I chose 4 different radi across 3 different boroughs to show how consistent the population stays up.
For other cities like Boston, Chicago, and SF there will be some water effect. The radi had to be moved typically a bit further West of downtown the bigger the radius got. For NYC I did not do this and kept the same radius point of 14th st-Union Square. DC and Philly almost perfectly fit the radius because of the land area surrounding both.

I know, I mean at the smallest km that I chose. Like I said most of this data I'm inputting to another thread, just providing more of a preview here. The other thread is less focused on city proper and more so a regional radius.
