Hong Kong is not the same thing as mainland China, and is
as free market as it gets among sovereign powers.
Technically, Hong Kong can not be changed overnight (though realistically, almost anywhere can be changed in a fairly short span of time if something's a-brewing backstage) under the "two systems, one country" policy, and it's unlikely to be changed anytime soon as Hong Kong is currently a moneymaker and has a very high international profile.
That being said, I'd take NYC.
