Hong Kong is not the same thing as mainland China, and is as free market as it gets among sovereign powers.

Technically, Hong Kong can not be changed overnight (though realistically, almost anywhere can be changed in a fairly short span of time if something's a-brewing backstage) under the "two systems, one country" policy, and it's unlikely to be changed anytime soon as Hong Kong is currently a moneymaker and has a very high international profile.

That being said, I'd take NYC.

I'm from HK and have never been outside the airport in NYC.

NYC of course. Everything is 24 hours in NYC. I love the diversity that can be found at NYC. There are many ethnicities in NYC. Whites, Asians, Hispanics, etc... Thereby, there are many different types of Restaurants.NYC beats Hong Kong no questions asked. Transportation is 24 hours as well.
