Since we're talking about the metro areas, it's Southern California when talking about percentages by "race" or national origin.

The Los Angeles metro area has a slight edge over New York when it comes to racial diversity. You can literally find people from EVERY background in the LA area.

The racial makeup of the county was 44.08% White, 20.01% Black or African American, 0.50% Native American, 17.56% Asian, 0.06% Pacific Islander, 11.68% from other races, and 6.11% from two or more races. 24.97% of the population were Hispanic or Latino of any race.

European nationalities can be found at Queens County alone.

LA mainly have Mexicans. That is not diversed. In NY you can find every nationalities of Hispanics, Whites, Blacks, and Asians.

It's true that LA has a lot of Mexicans, but it also has a lot of many other kinds of people (and it has a lot more Asians which is an incredibly diverse group seeing as how Asia is the most diverse, largest, and most populous continent with many peoples having long, distinct ethnic identities).

Furthermore, while four of the five boroughs are incredibly diverse, much of the rest of NYC's metro is much less diverse. LA county as single entity may be less diverse percentage-wise than Queens, for example, but it encompasses a lot larger population and proportion of the LA metro than Queens, the Bronx, or Brooklyn does. If we do as you say and imagine the amount of ethnic diversity beyond just Queens, the picture doesn't change all that much as much of the rest of NYC's metro isn't nearly as diverse as Queens is. So when we're talking about metros, it is certainly arguable that socal is more diverse than the nyc metro.
