I think Little Rock's skyline, anchored by the dark brown 40-story Metropolitan Tower, is very impressive. Unfortunately, the Little Rock skyline photos shown here are dated. Several buildings have been added to the downtown in the River Market District within the last five years. The River Market is a dynamic hub of growth over the past 10 years and especially since the addition of the Clinton Presidential Center and Park five years ago. The synergy created by the River Market District/Clinton Center is beginning to take a turn up Main Street with more new and renovated buildings.
This is very subjective survey. It asks which skyline is better. In my opion Little Rock's skyline is better. I factor in the architecture of the buildings, how the buildings are arranged, how the downtown looks form different angles, and how the downtown is integrated into ints surrounding landscape. You can't take away the wow effect of Little Rock's skyline with the foothills of the Ouachita Mountains in the background.
They are quite similar in a bunch of ways but I pick Tulsa...a pity you failed to find a photo that included the city's second tallest building, the CityPlex tower.
Take a look at this view of Little Rock's skyline showing it firmly planted on the south bank of the Arkansas River with the foothills of the Ouachita Mountains in the background. Tulsa can't compare to this natural backdrop for its downtown. The foothills, with many of Little Rock's older neighborhoods, provide vistas of the downtown.

It really isn't. If you were able to see both in person you would notice they are in different leagues. Tulsa's is much higher and they have many more buildings in the 10-25 story range.
Little Rock may not have the heigth of Tulsa's buildings but there is a density in Little Rock with many mid rise buldlings as well. See more photos below:
