Philly has by far the most, and of every single imaginable architecture from Colonial Rowhomes all the way up to modern day rowhomes. So I would say Philly is definitely the number 1 rowhome city.
Been to New York and Baltimore, I live outside of DC.
New York City has some nice rowhouses and brownstones (I know most of them are converted apartments) but the NYC doesn't seem to have a very diverse collection of row houses to me.
Baltimore's are very impressive (at least in nicer nabes) and very colorful and quirky. Love the gorgeous marble stoops that are an iconic staple of Baltimore.
DC's row houses are some of the best on the East Coast, my most favorite row house nabes are Capitol Hill, Anacostia, Logan Circle, Adams Morgan, Woodley Park, Fort DuPont, Petworth, and Georgetown. Love the large setbacks with the lush landscaping as they meet the airy streets and wide tree-lined sidewalks. I also love the cute small backyards behind the row homes in DC too
What about smaller cities like Newark,Richmond,Annapolis and Allentown?
I think Jersey City has nice row houses, though they're mostly brownstones, same with Hoboken. Camden has pretty nice ones, too (minus the urban decay), except you know, it's Camden so…

The exact same could be said about Baltimore, except that it doesn't have as many as Philly due to geographical size differences. Both cities have a plethora of styles.
