In terms of actual precipitation, I do not know. But in terms of days with rain (the cities that 'feel' most rainy) it's Seattle at least for major cities.
Several places in the mountains on the Kodiak peninsula of Alaska receive at least a couple hundred inches of rain a year. The city of Kodiak receives 65 on average.
In the continental US, some places in southern Alabama, southern Georgia, and parts of Florida receive around 60 inches of rain per year.
Hope you don't consider my response rude but, you need to do more research. This is a common misconception about the Seattle area. Seattle only gets 37.1 inches of average yearly rainfall, which is less than New York City, Atlanta, Houston, and most of the cities of the Eastern seaboard of the US. I am a native Washingtonian, and have lived here 34.5 of the last 35.5 years of my life, and get tired of hearing this misconception. Yes, we are under cloud cover of some sort or another for 226 days of the year, and when it rains it usually drizzles. However, our weather tends to be mild, and being the outdoor enthusiast that I am, I would much rather live here and be able to enjoy it, than live somewhere where the temperatures often exceed 90 degrees and its sunny all the time.

Mobile, Alabama is the rainiest city in America. Thorsby, Alabama (where I live) is also the cloudiest town west of the Mississippi River, with 201 cloudy days a year.
