I agree, baltimore is often brushed to the side, but really it is a great city that has made a turn around, it still has a ways to go but in during the past 30 years downtown, and the inner harbor have transformed into a lively and fun area.

I say it's a neighborhood by neighborhood thing. I just can't grasp the "which city is safer" thing for large cities, I understand it but it doesn't really matter. Like would you expect to get robbed, gagged, shot, and jumped on the National Mall? Would you like to skip off into the sunset in Brownsville, Brooklyn? It's silly to me.

Not really at all. DC has a way higher crime rate than NYC.

DC/Baltimore/Philly are all similar. Philly has the 4th highest crime rate in the nation of cities 500,000+ in population; DC is 5th; Baltimore is 2nd.
