Might not be the best, but Cleveland has Lake Erie and is surrounded by the metroparks Cleveland Metroparks

They weave in and out of the city and suburbs, pretty amazing park system if you ask me. Better than what we had in DC for sure (unless you were willing to drive a while)

Oh forgot to mention.... Honolulu probably has close to the best, if not the best. But no one on City Data remembers Honolulu is a city in the united states

Probably Portland and Seattle. Haven't really experienced Denver enough yet, but it seems to lack water...haha
