I'm pretty certain Seattle isn't in the Midwest and I think Billings as "Midwest" is at least debatable. I'm not sure I've heard of it as Midwest. Or do you mean you, cookiecar, would only choose Midwestern cities?
It would depend on what kind of city you are looking for. All of the friendliest cities I've been in are under 50,000 people and in the middle of cornfields.
1) Houston...Texans are known for their friendliness...Houstonians would be at the top of the list IMO
2) Austin...ditto
3) Oklahoma City
4) Denver
5) Albuquerque
And, you didn't ask, but for unfriendliest I would say:
1) Boston
2) Chicago
3) NYC
4) Miami
5) Philadelphia

I think New Yorkers get a bad rap. A REALLY bad rap. Worse than they deserve for sure. Bostonians on the other hand are often labeled incredibly unfriendly. I hear this all the time... "There were SOME friendly people, but as a whole, they were unfriendly." I hear similar things said about New York.
However, I've never heard anyone who's been say that New Yorkers are the nicest people they've met... and I don't know anyone who HASN'T been to NYC. I've been countless times and while I would say it's plenty friendly (friendlier than Boston for sure), it's far from the friendliest city I've ever been to.
That being said, the issue for most visiting New York is the pace. People visiting from small towns in the Midwest (or anywhere else) aren't used to it. The brisk walking, fast driving New Yorkers are a change from what most people in the U.S. are used to and it's an adjustment. Unfortunately, it's also interpreted as being rude many times. I don't see it as rude (to a lesser degree people have the same complaints about Boston), I see it as the way of life. I still don't think New Yorkers are the friendliest bunch. Having spent plenty of time in major cities throughout the country, I think plenty of other cities come off as having a much friendlier population base.
The friendliest major cities I've been to were:
1) Nashville
2) Atlanta
3) Phoenix
4) San Francisco (people are always surprised at this one for some reason)
5) Baltimore
honorable mention: Milwaukee, St. Louis, Denver and Seattle
