Both but Baltimore has it worse since its in the shadows of its Mid-Atlantic bros (DC, Philly, & NYC).

From my experience, I have heard way more negative things about Bmore than Tampa. At least Tampa gets points for its weather. I guess both have bad reps.

I do love Ybor city and the Gaspirilla parade in Tampa. Still gotta give this to Bmore though.
