^ The only difference between your list and mine would be that Philadelphia would be right after Chicago in my list. And I would put Minneapolis ahead of Houston and Atlanta but right behind Dallas.

Weather has NOTHING to do with shopping, unless it's an outlet mall type of thing, and even then it doesn't make a difference.
It has plenty to do with it. Fifth Avenue in Manhattan and Rodeo Drive in Beverly Hills are the two premier shopping districts in the US. Both are outdoors, and since the weather is almost always favorable to LA, I would give the nudge to LA. Also, Rodeo is simply more shopping-friendly and accommodates people better.
