Looks like Baton Rouge is the major city in that region. It looks like Memphis is just outside it.

Not quite but it's not too far off. There are a few southern MD/Eastern Shore counties with relatively high Black populations (e.g., Charles, Somerset, etc.) that could be included for all practical purposes though.

Actually Memphis is the largest in the region.

As previously mentioned this was originally used for the soil. Which was also good for cotton farming leading to these areas often becoming majority black so now it refers to the people in that region.

In terms of ARC for Black Belt...

can you say PC!

Give me a break, the so-called Black Belt has cities - like Atlanta - and therefore does not fit the bill of Appalachia during the Great Depression.

I'm surprised Obama didn't push this through; then again, I'm not.

Are you just going to every topic and rant and rave against 'PC,"? Why are you so mad and bitter? Get a life.

And no, Atlanta is not in the middle of the Black Belt since it's in the Piedmont, not the Coastal Plains where the soil that gave the region its name.
