Default Inner-ring has real neighborhoods

White flight is only a temporary band-aid to an urban crime problem as most criminals have cars these days: They will just get on the same commuter road from the city to the exurbs as the law-abiding folk. Just look at the police records from traffic stops along I-275 or Kinsman. You can't run away; the only way to tackle crime anywhere is neighborhood watches and competent policing. Good police departments like Shaker Heights, Lakewood etc. are much better at dealing with hardened criminals than your rural cops and the inner-city police have an average response time of something like three minutes (as do their paramedics). A well-located inner-ring neighborhood with good neighbors is going to be safer and healthier than a sadly isolated home a few miles out. The inner-ring is where your sense of community is.
