I meant least snowfall in Ohio, not national. I don't consider someone living outside of Ohio an Ohioan. Cincinnati averages 11.2 inches of snow per year while Cleveland averages 68.1

By all means name a tire shop that is the 'right' place. I'd be happy to get quotes from them and compare the same exact tires to what can be had vs an online store which carries no overhead. Maybe the shops in Cleveland have decided to lower their margins to finally compete with online prices.
