Traffic ticket (lawyer, moving, county)

I was below the speed limit on 168 N, but received a ticket for failure to be on the right half of the highway that was of sufficient width for more than one lane of traffic.

I was tested for DUI and passed the breath test with the test resulting in 0.03. I would like to know if this ticket can be changed to a non moving offence with 0 point.

Does anybody know of good lawyer in the corolla/Currituck county?
