The car's assessed value at the time. On a used car it is a small tax. I'm not sure what they do with customized or antique cars.

Here in Pitt County the tax is presumably set on the Kelly Blue Book value and the annual rate is the same as the property tax. So say my 1992 Mustang has a KBB value of $1400 and our tax rate is 66 cents per hundred dollars of value. So it would be 14 times 66 cents or $9.24 this year. Once a vehicle's value falls below a certain level, they simply drop it from the tax rolls. I have a 2003 utility trailer. When I moved here in 2006 they were taxing it. They did that for 2 years and then informed me that it didn't have enough value to continue to tax it.
