Durham has had two things happen that really help it in terms of these lists.

1) Downtown revitalization
2) Suburban Sprawl

Specifically #2...which has contributed to a suburban population increase, which changes the numbers.

The communities that look bad on the lists and the ones that aren't growing....they are essentially stuck where they are...and many other communities get better because their numbers grow and crime may stay the same, which changes the rate.

Annexations used to help change the crime rates, really artificially. Watch as now the poor get poorer in terms of NC cities because of not expanding. Always have to keep in mind that public housing is typically within the city limits and it rarely is ever re-developed in small communities.

Yes, the Tar River.
