US 17 Construction between New Bern and Jacksonville (moving, yard)

Though I avoid it like the plague, I had to go down 17 from New Bern to Jacksonville, last week. They are making pretty fast progress on the new lanes, which is positive.
There is a stretch, however, where the NEW northbound lane is 6 - 10 feet higher than the existing southbound lane. They are side by side.
There are culverts every 100 yards or so, which would appear to dump water, moving under the elevated side, right on to the southbound lane.
Is the plan to raise the southbound, existing, road once the new stretch is finished to the same level? If so, I guess that will mean four lane is even further in the future, which is disappointing. But, the current alignment seems pretty bizarre.
