Hello, for a family of four and a small dog to stay the weekend, where do y'all suggest? I also want somewhere preferably not too cold, has to be remotely blue-colored (not into dirty water), and with decent waves for boogie boarding and maybe surfing. And anyone know among all of them which are open and plan to be? Thanks!

According to this website, Carolina, Wrightsville and Kure Beaches are open with some limitations. https://www.wilmingtonandbeaches.com...or%20strolling. Restaurannts will be limited according to the latest restrictions.
With a reptation for very clear water, the Crystal Coast Baches are also open. That includes Atlantic Beach, Emerald Isle and Indian Beach. https://www.crystalcoastnc.org/
I will leave it to you to prioritize. Please call for reservations, but I expect many places will be booked up for the 4th of July. I am seeing many visitors in my community near North Topsail Beach.
I suggest Hatteras Island beaches. I was there two weeks ago. Look around Avon, Buxton, Frisco and Hatteras (I prefer Buxton/Avon). Beaches are not too crowded and it is easy to move up or down the beach in order to socially distance. Not sure about availability at this late date. If booking more than a week ahead be sure to get travel insurance, as this area is often evacuated due to hurricanes
BTW, dogs are not welcome on most beaches during the season. Plan to leave him in the motel (if you can find one that accepts dogs) or board him before you go.
Pretty much all NC beaches are open to the same degree, and none have blue water.
The water at Emerald Isle is pretty nice. Used to live on Oak Island, there is really no comparison. The Cape Fear really muddies things up. Many times, while fishing I’d go out the river and turn left around Bald Head. There was literally a line in the water where the relatively clear water met that from the Cape Fear.
