Marine scientists have constructed underwater stockade-like sanctuaries they hope will protect North Carolina's scallop crop from hungry cownose rays.
Rays have ravaged oysters in the Chesapeake Bay and are blamed for devastating North Carolina's scallop fishery, which has been closed since 2004
