Earlier this year, Pres. Trump proposed a plan to take $2 billion out of the Pell Grant program.
The purpose of this program is to afford college grants to students from families with less than $50,000 in annual income.
His rationale for removing this $2 billion is to help pay for NASA to make a return trip to the moon.
The maximum Pell Grant once covered nearly 80% of the cost of tuition, fees, and room and board at public four-year colleges. Now, it covers less than 30%.
This is a program which needs more funding, not less.
The way pell grants are set up are ineffective. We hand them out to a lot of students that don't use them effectively. We also hand them out to a lot of students that aren't going to achieve academic success.
I had seen it suggested, and I fully support, that we provide loans instead of grants. If the student completes an academic area of study, then the loan (a portion or whole depending on financial situation) gets converted to a grant. Unfortunately, we have too many students that never complete.

The solution is to reduce the price of tuition, not give universities carte blanch to increase tuition by saying "you can get a big fat Pell grant that makes up the difference."

"retail tuition" was lower than it should have been since WWII. They are just catching up to the normal rates now.
I agree that we need to stop all subsidies (including pell grants) to universities. Let the ones that cannot survive fold. The good schools have endowments.
