Where can I find reviews of collages and universities in Europe?
There are tons of reviews about US schools, but not much in other places.
I am interested to hear about art programs in Italy and France in particular from students who studied there.

Your first stop should be to whomever is in charge of study abroad programs at your university.

Go to your public library or your college library and ask to see the "Peterson’s study abroad : a guide to semester and yearlong academic programs."

The Peterson's annual guides to graduate study also cover non-US programs.

Peterson's is an authoritative source for education info, and they make quite a lot of their published material available online: Search for Colleges and Universities, Graduate Schools, Online Degree, Private Schools - Peterson's

The suggestion to visit the international education office at your school is a good one - they can help you with the specific logistics that you will need.

EAP and OAP were the big programs at my undergraduate campus... might want to look into them. There are tons of providers, but try to stick with whatever works with your university to make sure that all of your credits transfer properly. It'd be a big shame to take classes overseas, pay for them, and not get any credit for them! This happens all the time, so be careful. Talk with your academic advisors about it before enrolling in anything.

I had great terms in Iceland and England (very different programs, however) and had a study abroad nightmare in Mexico- though before that happened it was great. What do you want to know?

If you're talking about doing a short-term study abroad program (semester or a year), go to your school's study abroad office. Even if they don't have a specific program you want, you can go with another school (Temple University has a good art program in Rome, my cousin loved it).

Best thing I ever availed myself of in undergrad was foreign study opportunities (short term, I didn't obtain my degree from a foreign university...I did individual terms). I studied in Ireland and in South Africa. I got course credit from my school, who sponsored each of the three programs I did, for all the coursework I took. My programs were all arts-related (though not studio art; they were theatre and music, mainly...some literature, as well).
