I was traveling around Divide and we saw a bunch of rodents running around. This was around the highway and houses. They weren't mice or rats. Were they prairie dogs or some kind of ground squirrel?

How big were they, and did you see mounds nearby? Prairie dogs are maybe the size of a small rabbit, brown, and they live in 'colonies' which are groups of small dirt mounds at the site of the entrance to their dens. They really make a mess of a pasture. https://en.wikipedia.org/wiki/Prairie_dog

Another critter you sometimes seem running across dirt roads here is the 13-lined ground squirrel. These are much smaller. Thirteen-lined ground squirrel - Wikipedia, the free encyclopedia

If they were friendly they might have been kangaroo rats...

I'd guess they were around 6 to 8 inches, had a shortish bushy tail. Keep in mind that I'm from Maine, but when I picture prairie dogs, I think of a bunch of them out in a field congregated around mounds. These were within 50 yards of homes and the highway and they were all over the place. The did not look rat-like, but really didn't look like a gray squirrel either.

Do a Google search for a picture of what they looked like.

Probably tanish-brownish. I've looked online for pictures and can't make the identification. I'm hoping the location will limit the possibilities. I can positively say they weren't kangaroo rats (although I'd love to see one).

I believe I was at about 9,000 feet. I'm sorry, but I was in Divide, Co.

I'd guess Prairie Dogs without further information.
